Who we are
Luleka Project Management Specialists is a specialist consultancy based in Mbabane, Eswatini, built by practitioners rather than theorists.
Our team has sat on both sides of the table: designing, delivering, and currently leading UNDP and World Bank-financed programs across Eswatini and neighboring Sub-Saharan African countries, and managing the compliance, finance, and operations of NGOs operating out of the United States.

Who we are
We understand donor expectations because we have been held to them. We understand operational reality because we have had to keep programs moving, pass audits, and manage budgets with the resources actually available, not the resources a plan assumed. With over 20 years of combined senior leadership experience and more than $50 million in program funds managed across the region, we work with organizations that need more than a report. They need someone who will sit inside the problem and fix it.

Public Financial Management (PFM) Strengthening
We institute proper budget control systems, monitoring the relationship between activity budgets, disbursements, and expenditure on a monthly basis, and review payment requests against contract and financing-agreement conditions to keep disbursement on track and reduce fiduciary risk.
Project & Program Management,
End to End
Full lifecycle support, from Annual and Quarterly Work Plans, budgets, and procurement plans through implementation and closure. We prepare the quarterly, semi-annual, annual, mid-term review, and completion reporting donors require, applying PMBOK, PRINCE2, and FIDIC standards throughout.
Monitoring, Evaluation & Results-Based Management
We design and oversee the monitoring and evaluation function to support evidence-based decisions, establishing and maintaining results frameworks, supervising data collection, and producing Results-Based M&E reports that give donors, boards, and management real visibility into progress against targets.
Operations
Optimization & Efficiency Audits
We design and strengthen Project Implementation Unit (PIU) operating and organizational arrangements, run PIU human resources processes; recruitment, performance assessment, contract renewals and put proper filing, records, and reporting systems in place so structures and workflows hold up under scrutiny.
Financial Management & Donor Compliance Health Checks
Independent assessments of financial controls and fiduciary risk against donor rules (World Bank, USAID, EU, AfDB). We liaise directly with financing partners, prepare and track Requests for No Objection, and coordinate supervision missions — reducing audit findings and disbursement delays.
Strategic Capacity Building & Institutional Strengthening
We identify training needs, design and oversee capacity-building plans for program and ministry staff, and establish or strengthen relationships with national, regional, and international institutions, building sustainable local capacity rather than short-term fixes.
Fractional COO & CFO / Leadership
Support
On-demand senior leadership: our people step in as interim Project Managers, COOs, or CFOs, coordinating Financial, Procurement, M&E, and Safeguards functions under one accountable lead to provide strategic direction and transformation leadership.
